Tracy Ann Mannon, also known as Tracy Ann Moore and Tracy A. Carter, was sentenced to 60 years in prison for second-degree murder in Indian Country. The sentencing was announced by the United States Attorney’s Office for the Eastern District of Oklahoma.
Mannon, 53, pleaded guilty on April 21, 2025. Investigators reported that on February 26, 2024, she killed the victim by bludgeoning and stabbing at a residence in Wilburton. The incident took place in Latimer County within the Choctaw Nation Reservation.
The investigation involved the Oklahoma State Bureau of Investigation, the Wilburton Police Department, and the Choctaw Nation Lighthorse Police.
U.S. District Judge John C. Coughenour presided over the hearing by assignment from the Western District of Washington. Mannon will remain in U.S. Marshals Service custody until she is transported to a federal prison to serve her sentence without parole.
