Sovana Xiong, a 32-year-old resident of Tulsa, Oklahoma, has been sentenced to 188 months in prison followed by a ten-year term of supervised release. This sentence comes after Xiong pleaded guilty to distributing material involving the sexual exploitation of a minor. The case was investigated by the Tulsa Police Department’s Special Investigations Division.
Xiong’s activities were uncovered during an investigation that revealed he had distributed visual depictions of a minor engaged in sexually explicit conduct over the internet between October 15, 2023, and April 11, 2024. He entered his guilty plea on December 9, 2024.
The prosecution was part of Project Safe Childhood, an initiative launched by the Department of Justice in May 2006. The project aims to combat child sexual exploitation and abuse through coordinated efforts among federal, state, and local resources. It focuses on locating and prosecuting offenders while identifying and rescuing victims.
Authorities urge anyone with information about child sexual exploitation or related crimes to contact law enforcement immediately. Reports can be filed through the National Center for Missing & Exploited Children at 1-800-843-5678 or online at www.cybertipline.com. Additionally, reports can be made through the FBI at 1-800-CALL-FBI (1-800-225-5324) or Homeland Security Investigations at 1-877-4-HSI TIP.
The sentencing hearing was presided over by Chief U.S. District Judge Ronald A. White in the United States District Court for the Eastern District of Oklahoma. Xiong will remain in custody under the U.S. Marshals Service until he is transported to a designated Bureau of Prisons facility to serve his non-paroleable sentence.
