September grand jury returns multiple indictments in Northern District of Oklahoma

Federal authorities in the Northern District of Oklahoma have announced a series of indictments from the September 2025-A session of the federal grand jury. The indictments charge several individuals with violations of federal law, including offenses related to sexual exploitation, firearms, counterfeiting, unlawful reentry, and other crimes.

According to U.S. Attorney Clint Johnson, “The following individuals have been charged with violations of United States law in indictments returned by the Grand Jury. The return of an indictment is a method of informing a defendant of alleged violations of federal law, which must be proven in a court of law beyond a reasonable doubt to overcome a defendant’s presumption of innocence.”

Jeffrey Todd Christner, 59, from Paden City, West Virginia, faces charges for attempting to coerce and entice someone he believed was under 18 years old into sexually explicit conduct. He is also accused of traveling from West Virginia to Tulsa with intent to engage in illicit sexual conduct. The case was investigated by Homeland Security Investigations offices in Tulsa and Charleston as well as local police departments.

Christopher Don Harl, 41, of Tulsa and a member of the Cherokee Nation, has been indicted for first degree burglary in Indian Country. He is also charged with retaliation by threatening bodily injury and damaging property, along with tampering with a witness through threats. The FBI and Tulsa Police Department conducted the investigation.

Roderick Douwey Jordan and Bertram Jerome Leonard, both age 30 from Florida cities Port Lucie and Miami respectively, are accused of conspiring to pass counterfeit currency at retail stores. They face multiple counts related to using forged U.S. currency. The investigation involved the U.S. Secret Service alongside several local police departments.

Kameron Lee King, 20, from Tulsa is charged as a felon in possession of a firearm and ammunition and for illegal possession of a machine gun conversion device on a handgun. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and Tulsa Police Department investigated this case.

Three separate defendants—Agustin Luevano Najera (52), Eduin Osmar Ramos-Lemus (39), and Noe Nava Mata (39)—all foreign nationals previously removed from the United States—face charges for unlawful reentry after removal in previous years. These cases were handled by ICE Enforcement and Removal Operations Dallas Field Office.

Barry Wayne Newberry, 60, from Tulsa and identified as a member of the Muscogee (Creek) Nation, is accused of assaulting another person with a dangerous weapon causing bodily harm within Indian Country. This matter was investigated by the FBI and Tulsa Police Department.

Joseph Lee Starkey, 45, also from Tulsa is charged with failing to appear before court after being released pretrial in another case. The Office of Inspector General for the U.S. Department of Veterans Affairs led this investigation.

La’Dontae Lavere Taylor, 27, from Tulsa faces several counts including being a felon in possession of firearms on two occasions; sex trafficking by recruiting or transporting an individual for commercial sex acts; and transporting someone for prostitution or other sexual activities. The ATF and Tulsa Police Department are responsible for investigating these allegations.

Each case will proceed through federal court where prosecutors must prove all charges beyond reasonable doubt.
