Oklahoma City men sentenced after traffic stops reveal pipe bomb and ammunition

CALEB GRAVES, 33, of Del City, and ROBERT ALLEN KEEFE, 25, of Oklahoma City, have been sentenced to a combined total of 109 months in federal prison following convictions related to illegal possession of ammunition and an unregistered destructive device. The announcement was made by U.S. Attorney Robert J. Troester.

Graves was initially charged on November 6, 2024, with being a convicted felon in possession of ammunition. On April 1, 2025, he faced additional charges for possessing an unregistered destructive device and for being a felon in possession of a firearm—specifically an improvised explosive bomb. Keefe was also charged on April 1, 2025, with possession of an unregistered destructive device connected to the same incident involving the improvised explosive bomb. Under federal law, both firearms and pipe bombs are classified as destructive devices.

According to public records, officers from the Village Police Department stopped Graves’s vehicle on August 18, 2024, and found a loaded firearm magazine. The next day, agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives executed a search warrant at Graves’s residence and discovered several rounds of ammunition in his vehicle. While awaiting trial on pretrial release, Graves was arrested again on October 14, 2024; Oklahoma City Police Department officers found a hidden pipe bomb during another traffic stop. Keefe was also present in the vehicle at that time and was arrested.

On June 6, 2025, Graves pleaded guilty to being a felon in possession of ammunition and a felon in possession of a firearm (an improvised explosive bomb). Federal law prohibits individuals with prior felony convictions from possessing either ammunition or firearms—including bombs. Keefe pleaded guilty on June 9, 2025, to possessing an unregistered destructive device.

Public records indicate that Graves has previous felony convictions in Oklahoma County District Court for second degree burglary, possession of stolen property and conspiracy to commit a felony (case number CF-2010-4613), possession of methamphetamine (CF-2016-3849), as well as child neglect and possession of contraband in a penal institution (CF-2016-4096).

During sentencing hearings this month before U.S. District Judge David L. Russell, Graves received a sentence of 72 months in federal prison while Keefe received a sentence of 37 months. Both will be subject to three years of supervised release after serving their sentences. Judge Russell commented on the seriousness of the offenses and emphasized the need for just punishment: “In announcing the sentences,” Judge Russell noted “the seriousness of the offense and the need to provide just punishment.”

The case resulted from investigations conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives along with assistance from the Village Police Department and Oklahoma City Police Department. Assistant U.S. Attorney Drew E. Davis prosecuted the case.
