Attorney General Gentner Drummond announced the start of Phase 2 of Operation Robocall Roundup, an initiative aimed at reducing illegal robocalls in Oklahoma and across the United States. The new phase targets four major voice providers: Inteliquent, Bandwidth, Lumen, and Peerless. These companies have been instructed by Drummond and the Anti-Robocall Multistate Litigation Task Force to stop transmitting suspected illegal robocalls through their networks.

“These phone companies have been warned to follow the rules and stop allowing fraudsters to harass and scam hardworking Oklahomans,” Drummond said. “The ridiculous flood of illegal robocalls in Oklahoma and around the country must come to an end.”

Previously, in August, Drummond sent warning letters to 37 smaller voice providers accused of letting suspected illegal robocalls onto the U.S. telephone network. The current phase shifts focus to larger companies with a significant presence in the telecommunications sector. According to Drummond, these larger providers are responsible for transmitting hundreds of thousands—and sometimes millions—of suspected illegal robocalls.

Drummond stated that as larger entities, these companies bear increased responsibility for preventing call traffic from known bad actors. Despite multiple industry traceback notices and documented warnings over several years, Inteliquent, Bandwidth, Lumen, and Peerless reportedly continue routing suspected illegal calls into American households.

Following the warning letters sent out in August, authorities observed notable changes: thirteen companies were removed from the Federal Communications Commission’s Robocall Mitigation Database—which prevents any U.S. provider from accepting their call traffic; nineteen stopped appearing in traceback results; and at least four terminated high-risk customer accounts linked to illegal call activity.

In 2022, Drummond joined 50 other attorneys general to form the Anti-Robocall Litigation Task Force. This group investigates and takes legal action against companies believed responsible for large volumes of fraudulent or unlawful robocall traffic within the United States.

Data provided shows each company’s involvement based on traceback notices received since 2019—official alerts signaling a company transmitted a call associated with a suspected scam campaign—as well as estimates of major scam categories such as fake Amazon or Apple calls and Social Security or IRS imposters routed through their networks over recent years.
