Attorney General Gentner Drummond has called on the public to help locate two fugitives recently added to Oklahoma’s 10 Most Wanted list.
Min Yong Chen, 57, a Chinese national, was indicted by the Multi-County Grand Jury in March 2024 along with five others on several felony charges related to drugs and weapons. Authorities allege that Chen moved from Flushing, New York, to Oklahoma as part of a conspiracy connected to the marijuana industry. He did not appear for a scheduled court date in July and is believed to have left Oklahoma.
The second fugitive, Carlos Uribe, 27, faces a kidnapping charge following an incident on July 14, 2024. According to police reports from Moore, officers responded to a domestic disturbance where a female victim stated that Uribe refused her requests for him to leave her apartment and physically prevented her from leaving after pushing her into a bedroom. Officers also observed visible injuries on the victim stemming from an earlier altercation with Uribe. He already faced two counts of domestic assault and battery against a pregnant woman.
Drummond stated that financial rewards are available for information leading directly to the arrest of either individual.
“I am proud of the successes we have seen as a result of the 10 Most Wanted program,” Drummond said. “The initiative gives the public an opportunity to come forward with information that can help us track down these dangerous criminals and hold them accountable. It is an excellent tool for law enforcement.”
The Attorney General’s office began its 10 Most Wanted program in September 2024 as a way to highlight violent fugitives and seek public cooperation in apprehending them. Since it started, authorities have captured sixteen fugitives wanted for serious offenses including murder, rape, and drug trafficking.
