Okemah resident pleads guilty to sexual abuse of a minor in federal court

Raymond Lewis Spain, age 66, of Okemah, Oklahoma, pleaded guilty on April 24 to one count of sexual abuse of a minor in Indian Country. The United States Attorney’s Office for the Eastern District of Oklahoma announced that Spain faces up to 15 years in prison and a $250,000 fine.

The case concerns allegations that between March 2020 and March 2024, Spain knowingly engaged in a sexual act with a victim who was between the ages of 12 and 16 and at least four years younger than him. The offense took place in Okfuskee County within the boundaries of the Muscogee (Creek) Nation Reservation.

According to the official website, the U.S. Attorney for the Eastern District of Oklahoma is responsible for advancing community wellness through federal trust responsibilities to sovereign Tribal Nations. The office also maintains operational facilities in Muskogee and functions under the United States Department of Justice.

The investigation into Spain’s actions was conducted by the Federal Bureau of Investigation. Magistrate Judge Jason A. Robertson accepted Spain’s plea and ordered a presentence investigation report. Sentencing will be determined by a U.S. District Court Judge after considering federal guidelines and statutory factors.

Spain will remain in custody with the United States Marshals Service until sentencing takes place. Assistant U.S. Attorney Nicole Paladino represented the government during these proceedings.
