A Mexican national, Gustavo Olivares-Ramirez, also known as Rogelio Madrigal, Gustavo Olivares, and Gustavo Ramirez Olivares, has pleaded guilty to one count of unlawful reentry of a removed alien in the United States District Court for the Eastern District of Oklahoma. The offense carries a potential sentence of up to ten years in prison and a fine that could reach $250,000.
The case was investigated by the U.S. Department of Homeland Security’s Immigration and Customs Enforcement Division along with the Heavener Police Department. According to court documents, Olivares-Ramirez had previously been removed from the United States on November 12, 1997. On June 3, 2025, he was found in Oklahoma without having obtained permission from the Secretary of Homeland Security to reapply for admission.
This prosecution is part of Operation Take Back America. The initiative is described as “a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.” The operation coordinates efforts from both Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
U.S. Magistrate Judge D. Edward Snow accepted Olivares-Ramirez’s plea and ordered a presentence investigation report be completed. Sentencing will be determined by a U.S. District Court Judge after reviewing federal sentencing guidelines and other legal factors.
Olivares-Ramirez will remain in custody with the United States Marshals Service until sentencing takes place.
