Haileyville man receives probation for theft from army ammunition plant

Garland Leon Seay, a 39-year-old resident of Haileyville, Oklahoma, has been sentenced to five years’ probation for two counts of theft of government property and one count of entering a military installation for a prohibited purpose. The sentences will run concurrently.

The case was investigated by the McAlester Army Ammunition Plant Police Department, the Pittsburg County Sheriff’s Office, the Savanna Police Department, and the Federal Bureau of Investigation.

Seay pleaded guilty on April 22, 2026. Authorities reported that on July 22, 2024, law enforcement found Seay in possession of items stolen from the McAlester Army Ammunition Plant (MCAAP), including an inert training missile. Further investigation led to the recovery of more MCAAP property taken by Seay over the previous year.

U.S. District Judge Robert J. Shelby presided over the sentencing hearing in Muskogee, Oklahoma. Assistant U.S. Attorneys Lewis M. Reagan and T. Cameron McEwen prosecuted the case.
