Eleven sentenced for refund fraud scheme causing losses to major online retailers

Eleven individuals have been sentenced for their roles in a wire fraud conspiracy that targeted major online retailers and resulted in millions of dollars in losses, according to an April 29 announcement from the U.S. Attorney for the Northern District of Oklahoma.

The case highlights ongoing efforts by federal authorities to address large-scale cybercrime affecting businesses and consumers. The Artemis Refund Group (ARG) carried out fraudulent refund schemes between April 2019 and October 19, 2023, impacting companies such as Amazon, Walmart, Target, Wayfair, Dell Technologies, Kate Spade, Dick’s Sporting Goods, HP Inc., and Adidas.

According to the press release, ARG advertised its services on online forums and instructed customers on how to purchase products from targeted retailers before initiating fraudulent refunds. After deceiving companies into issuing refunds while allowing customers to keep purchased items, ARG charged a fee of up to 25 percent of the refunded price. Some goods were resold for profit on various marketplaces. The conspiracy led to thousands of fraudulent orders being placed nationwide.

The eleven defendants pleaded guilty and received sentences ranging from probation and home detention to prison terms up to 51 months. Seven additional suspects from Singapore and one from the United Kingdom remain at large with outstanding arrest warrants.

The investigation involved cyber squads from FBI field offices in Oklahoma City, Birmingham, and Seattle. Companies including Target; Amazon’s Customer Protection and Enforcement Team; Walmart; Wayfair; Dell Technologies; Dick’s Sporting Goods; HP Inc.; Adidas; Google’s CyberCrime Investigation Group; and eBay’s Criminal & Regulatory Investigations Team provided substantial assistance during the case.
