A Tulsa man has been sentenced to life in prison for attempting to meet a minor and possessing child sexual abuse material, according to an announcement from U.S. Attorney Clint Johnson.

U.S. District Judge Sara E. Hill sentenced Jeffry Alan Clain, 59, on charges of Attempted Coercion and Enticement of a Minor, Receipt and Distribution of Child Pornography, and Possession of Child Pornography in Indian Country. In addition to the life sentence, Clain will be subject to lifetime supervised release and must register as a sex offender if released.

“Clain is every parent’s worst nightmare. He not only tried to meet a child to engage in sex but also had hundreds of devices containing child sexual abuse material,” said U.S. Attorney Clint Johnson. “This sentence sends a strong message to criminals looking to exploit children. We will be relentless and find anyone looking to harm our children.”

James Carmany, Assistant Special Agent in Charge for the HSI Dallas – Oklahoma Division, stated: “Our agents at HSI collaborate with our law enforcement partners daily to ensure those involved in predatory acts against children are brought to justice. With the life sentence imposed on this defendant, it is assured that he will never harm an innocent child again.”

Court records show that in July 2024, Clain began communicating through a dating application with someone he believed was a 14-year-old boy. After the individual disclosed his age as being in ninth grade, Clain responded by referencing previous relationships with young boys and quickly shifted the conversation toward sexual topics. He sent nude photos and described sexual acts he intended to perform while bathing together. Clain then arranged a meeting at the boy’s home where law enforcement took him into custody.

Upon arrest, Clain admitted knowledge that having sex with a minor was wrong and acknowledged possession of child pornography on his cellphone. He also told agents about prior sexual contact with another 14-year-old boy when he was an adult.

A search warrant led agents to more than 170 electronic devices at Clain’s residence, many containing multiple storage drives. Authorities found over 12,000 images depicting the sexual abuse of children, toddlers, and infants.

Further examination revealed images from 2016 involving another 14-year-old boy along with conversations between Clain and this victim over several years. The discussions included instructions on accessing child sexual abuse material online and images showing Clain performing sexual acts on the minor. Agents identified and located this victim who confirmed his identity in the photographs.

Clain remains in custody pending transfer to the U.S. Bureau of Prisons.

The case was prosecuted by Assistant U.S. Attorney Mike Flesher following investigations by Homeland Security Investigations (HSI) and the Tulsa Police Department under Operation Clean Sweep II—a partnership including the Tornado Alley Child Exploitation and Trafficking Task Force focused on holding offenders accountable throughout northern Oklahoma.

This prosecution falls under Project Safe Childhood—a national initiative launched by the Department of Justice in May 2006—to combat child exploitation using federal, state, and local resources aimed at apprehending offenders who use technology for such crimes while working to identify victims nationwide.
